L.A., California - Carson County officials approved a $5million budget for the upgrade of the Carson Animal Shelter as well as the shelters in nearby Baldwin Park and Lancaster. The approval of the budget for the refurbishment of the three shelters was in part sped up by the death of a stray 10-month old female puppy at the said shelter.  The puppy's demise sparked a big protest from animal activists.
